Hear how the Child Welfare League of America (CWLA) used the Transition framework to understand the political risks/losses that the Wisconsin Commissioner of Child Welfare Services would face in acknowledging that they had not served LGBTQ youth in their system.  By better understanding the Commissioner’s losses, CWLA was able to suggest ways to ease her anxiety and resistance to attending to LGBTQ youth.
